About
The Grant Lifecycle Framework provides a practical roadmap for managing a workforce training grant from initial program design through closeout and transition. Organized around five phases, it helps grantees identify what to plan, implement, monitor, and improve throughout the life of the grant.
The Grant Lifecycle Framework guides grantees through five phases: Application and Pre-Award, Launch and Onboarding, Early Implementation, Full Implementation and Optimization, and Closeout and Transition. For each phase, the framework describes key activities and milestones and highlights relevant participant lifecycle connections, performance considerations, and compliance and monitoring considerations. It also explains why each phase matters, identifies common pitfalls, and links to companion resources.
Grantees can use the framework to connect program planning and grant management with the participant experience, assess progress, anticipate implementation needs, and revisit earlier or later activities as conditions change. Because grant implementation is not always linear, the framework is designed as a flexible guide that can be adapted to a grant’s requirements, participants, partners, and implementation experience.
